Il ne saurait être défini essentiellement par des traités et une libre circulation des biens, des services et des individus : il y manque une ambition culturelle, de quoi engager une idée de l'autre, du partage, de l'État, de la nature, du pouvoir et des institutions, bref, un ensemble de concepts en prise avec un cadre bâti, qui tantôt les représente, tantôt leur résiste.[-]
